Prepare and monitor the Fire District Administrative Unit budget.Interpret and apply provisions of the Memorandum of Understanding, County policies and procedures, state/federal regulations, and employment law.Respond to difficult and sensitive complaints identify problems and implement corrective action.Maintain personnel records gather documents and generate reports in response to requests for information from Management, the unions, and the public.Manage leaves of absence by conducting analyses and evaluating options.Make recommendations for process improvements and increased efficiency and implement approved measures.Research and analyze personnel data and prepare reports for staffing, bargaining, and other related matters.Manage and develop modified duty program collaborate with employees and Management in determining reasonable accommodations draft written correspondence.Review and evaluate background investigation packets and make recommendations for hire.Provide training and guidance to Fire District staff with regard to the civil service process, County employment procedures, laws governing leave time, workers compensation benefits, and personnel policies, procedures and practices.Work closely with all levels of Management and staff within the Fire District, and the HR Business Partners assigned to the Fire District act as liaison with all divisions of the County Human Resources Department (HR), including Employment, Classification and Compensation, Benefits, and EMACS Payroll as needed to process personnel transactions and resolve issues.Supervise staff who are responsible for managing the hiring and onboarding process (such as coordinating interviews, sending job offer letters, and scheduling pre-employment appointments).Primary duties include but are not limited to: The Fire District consists of approximately 1,000 suppression and non-suppression staff including firefighters, mechanics, dispatchers, hazardous materials technicians, and other supporting administrative and clerical staff.
